Israel has announced a new system for digitally tracking Palestinians 24/7 without trial. An announcement read:

"Following the directive of the political echelon, and after joint staff work by the IDF, Shin Bet, Israel Police, the Ministry of Justice, and the Legal Advisor for Judea and Samaria, the Commander of Central Command, Major General Avi Blut, signed an order allowing the use of technological means to monitor compliance with restriction orders in Judea and Samaria.

The order will enable the installation of technological monitoring means on anyone subject to an administrative order restricting their movement in the Judea and Samaria area, and to monitor violations of the restriction orders accordingly."

How will this work? GPS ankle bracelets feed into “Blue Wolf” (a facial recognition database of millions of Palestinians), “Hebron Smart City” cameras, and AI systems like “Lavender” that predict “suspicious behavior” before it happens. These systems are already deployed, turning algorithms into judges.

This serves a 58-year occupation that denies Palestinians basic rights. Administrative detention—imprisonment without trial—is now automated with AI. Every tagged person becomes a surveillance node monitoring their families and neighbors. Meanwhile, Defense Minister Katz exempted Jewish settlers entirely: digital shackles for Palestinians, legal protections for settlers.

◇ Israel to use electronic tagging in West Bank to curb settler violence ◇

JERUSALEM: The Israeli army announced on Monday it will introduce a new electronic monitoring system to enforce movement restrictions in the occupied West Bank.

The system allows security forces to fit individuals with a technological device if they are subject to an administrative order limiting their movement.

Administrative orders bar suspects in the West Bank from entering certain areas or contacting specific people.

A more severe measure, administrative detention, allows detention without charge for up to six months.

Defence Minister Israel Katz abolished its use against Israelis upon taking office in November 2024, but it remains in force for Palestinians.

Violence has surged in the West Bank since the Gaza war began following Hamas’s October 2023 attack on Israel.

The violence has continued despite a delicate truce that took effect in October. Israeli troops and settlers have killed more than 1,000 Palestinians in the territory, according to an AFP tally of Palestinian health ministry figures.

Almost none of the perpetrators of dozens of settler attacks have been held accountable by Israeli authorities.

Official Israeli figures state at least 44 Israelis have also been killed in Palestinian attacks or military operations there in the same period.

The Israeli army is building an AI language model using millions of intercepted conversations between Palestinians, which could accelerate the process of incrimination and arrest, a joint investigation reveals.

The Israeli army is developing a new, ChatGPT-like artificial intelligence tool and training it on millions of Arabic conversations obtained through the surveillance of Palestinians in the occupied territories, an investigation by +972 Magazine, Local Call, and the Guardian can reveal.

The AI tool — which is being built under the auspices of Unit 8200, an elite cyber warfare squad within Israel’s Military Intelligence Directorate — is what’s known as a Large Language Model (LLM): a machine-learning program capable of analyzing information and generating, translating, predicting, and summarizing text. Whereas LLMs available to the public, like the engine behind ChatGPT, are trained on information scraped from the internet, the new model under development by the Israeli army is being fed vast amounts of intelligence collected on the everyday lives of Palestinians living under occupation.

◇ Israel to introduce electronic tagging in West Bank | FMT ◇

JERUSALEM: The Israeli army said Monday it was introducing a new technological system to enforce movement restrictions in the occupied West Bank for both Israelis and Palestinians, in a move Israeli media said aims to rein in surging settler violence. The decision allows security forces “to install a technological monitoring device on individuals subject to an administrative order restricting their movement within the (West Bank),” the army said in a statement.

The system would allow for monitoring of “violations of these restriction orders accordingly,” it added.

The measure was adopted after a request by head of the domestic Shin Bet security agency David Zini in response to rising violence by Israeli settlers against Palestinians in the West Bank, Israel’s Channel 12 reported.

The monitoring devices used will be electronic bracelets, according to the Israeli broadcaster.

In response to an AFP query, the army said the measure will be applied to Israelis and Palestinians alike.

Israel has occupied the Palestinian territory since 1967, and now more than 500,000 Israelis live there, along with about three million Palestinian residents.

The army said removing any monitoring device “constitutes an offense, for which criminal proceedings may be initiated”.

Honenu, an Israeli legal aid organisation that assists detainees from right-wing settler communities, slammed the decision and said it would appeal.

In a post on X, it quoted one of its lawyers saying it was an “undemocratic move that reminds of the conduct of oppressive regimes”.

Administrative restrictive orders bar suspects residing in the West Bank from going to certain areas or communicating with certain people.

A more draconian measure, known as administrative detention, allowed Israeli security forces to detain West Bank suspects, both Israelis and Palestinian, for up to six months without charges.

Upon taking office in November 2024, defence minister Israel Katz abolished the use of that measure against Israelis, but it is still enforced against Palestinians.

Since the start of the war in Gaza following Hamas’s attack on Israel in October 2023, violence has also surged in the West Bank.

Despite the delicate truce between Israel and Hamas that came into effect in October, the violence has not ceased.

Israeli troops and settlers have killed more than 1,000 Palestinians in the territory, including many rebels as well as dozens of civilians, according to an AFP tally based on figures from the Palestinian health ministry.

Almost none of the perpetrators of dozens of attacks carried out by settlers have been held to account by the Israeli authorities.

According to official Israeli figures, at least 44 Israelis, both soldiers and civilians, have also been killed in Palestinian attacks or Israeli military operations in the same period in the West Bank.
